This is a natural progression and is similar to the situation you have in the cellphone business where you get a "free" phone when you sign up with a provider. That hasn't really hurt NOKA, ERICY, or MOT over the years and I doubt if the "Free PC" will hurt the major PC vendors either.

A utility can do this because the capitalized cost of the PC is just another part of the "rate base" and is tiny compared to the rest of the physical plant they are supporting. This is the key competitive advantage that utilities have in this game.
