I have to wonder if INTC drafted that part of their annual report before or after they issued the orders to upgrade their fabs to 0.18µ capability.

I didn't listen to their recent earnings conference call to see what their current view of Capex is. Might be interesting to check.

I would add the many hundred million dollars that they have throw into the various DRAM manufacturers as part of their capital budget.

We do not necessarily care whether INTC spends it or MU, ...

Part of the decrease was the high amount last year in the DEC acquisition. Knock out that $500 million and its only $3.5 to $3. I believe this was mentioned in the january conference call.
