Russia is in no position to provide anything more than a token gesture of supplying the Serbs. The Russian economy is on the verge of collapse and hundreds of thousands of Russians are only a few potatoes ahead of starvation. We can afford to let Russian national ego be soothed by allowing their shipments into Yugoslavia. If the supplies are legitimate civilian supplies, fine. If they are of military use then we can destroy them in place, once they are turned over to the Serbs.
