The national debt continues to grow because of interest on the huge debt piled up during the Reagan/Bush years. Clinton DID balance the budget using the same admittedly BS accounting methods used by every administration since WWII.
The part I really like about Clinton bashers' logic is this:
(1) The large Reagan/Bush deficits were worth it because they allowed us to win the cold war and enjoy a "peace dividend."
(2) Clinton cut defense spending, i.e. allowed us to enjoy the "peace dividend."
(3) That damn Clinton has put the nation's security at risk with all his defense cuts.

All this makes perfect sense to those people who hate the guy no matter what he does.
