What is actually happening in Bangladesh is that Grameen Bank which makes micro loans to poor villagers particularly women, lends one woman in the village the money for a cellular phone. Then people in the village hire it from her to make calls. I don't know how widespread that is or how well it works, but it indicates that cellular access isn't much of problem. Bangladesh has half the US population in the area of New York State pretty good for a cellular network even if people are on average poor.
