I bow to the OED in that religio-onis derived from religare, although even they admit that it is of doubtful etymology. (I wonder why Cicero went with religere) I would say, however, that the understanding of the word today is based on the meaning of religio- onis, which was of far broader scope. The way I meant it was in terms of the facade--- the structure, rituals, laws, ceremonies.
Just checked my AMerican Heritage. Here is their derivation:
