U.S. Says Told Captured Soldiers In Good Condition

WASHINGTON (Reuters) - The United States said it has been told by Red Cross representatives that three captured U.S. soldiers visited by agency officials in Yugoslavia Monday seemed to be in good condition.

''They have reported to us that they (the soldiers) appear to be in good condition. I emphasize the word appear because they were not able to either speak privately or have doctors examine the three,'' White House spokesman Joe Lockhart told reporters.

''We think it's good news that they appear in good condition,'' Lockhart said. But he criticized the manner of the soldiers' detention since they were captured by Yugoslav troops on March 31, and said the United States was holding Yugoslav President Slobodan Milosevic responsible for their safety.

''In those four weeks (since the soldiers were captured) Milosevic did nothing to meet even the minimum standards of the Geneva convention. He has yet to meet them,'' Lockhart said.

Those standards, he said, include multiple visits, private access to the prisoners, a medical check-up and an ability to communicate with loved ones.

''We expect those provisions to be adhered to and we again state that there was no basis for taking them, for holding them, and that we will hold Milosevic personally responsible for their well-being,'' he said.
