Also see wwwnotes.reliefweb.int A project of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) There should be more emphasis and info on foster care, though. I can see that permanent adoption is fraught with numerous legal, political, and cultural difficulties. Seems like foster care is more appropriate.
