It doesnt cost $2 billion to start a net bank (not even close). And NetBank only has a small number of customer. I'm guessing that 25,000 accounts means they have about 12,000 customers.

What on earth would you be getting for your $2 billion?

It may be a good investment if they can find other sources of revenue, but just doesnt seem likely that it could be acquired.
