I think the logic is that homicidal people, like everyone else, weigh the potential cost vs. potential benefit of their actions. If the intended victims are armed, then the cost is greater, and may outweigh the benefits, whatever those may be.

I didn't pick up on that. What I read was a refutation of the idea that gun control legislation is stopping the violence. I didn't get the same sense of causation.
