No Y2K War, Says Lawmaker But Bug Could Cause Plague of Breakdowns 4/26/99 Author: Associated Press JERUSALEM (AP) _ Y2K won't precipitate another Mideast war, the Israeli lawmaker charged with monitoring preparation for the millennium bug said Monday, but it could launch a breakdown plague of biblical proportions. Alex Lubotsky warned that sewage systems, traffic lights, water supplies and other vital services could collapse on January 1, unless preparation of the computer systems proceeds much faster. The bespectacled mathematician, who chairs a Knesset subcommittee assigned to deal with the bug, met Monday with systems managers from government ministries and public utilities corporations. Lubotsky said he was especially concerned about preparations at the local level, and accused the powerful Interior Ministry of failing to provide leadership to local councils. Ministry representatives protested that they could not order local authorities to upgrade their systems _ they could only advise them."Don't give me that legalistic talk,'' Lubotsky snapped. "You can save it for the commission of inquiry you'll have to face if there's a collapse of the systems because not enough was done to prevent it.'' Lubotsky, an independent with a reputation for being a maverick, commended the banks, the electric company and aviation authorities for preparing for Y2K _ the name for software design flaws that may cause many computers to read the last two digits of 2000 as 1900, resulting in malfunctions. He had special praise for the army, dismissing Israeli nightmare visions of a defense collapse or of the unintentional launch of nuclear missiles. "The defense forces have made thorough preparations and conducted very comprehensive tests,'' he said.
