We need an expert in options spreads to figure it out. We don't know whether he's selling or buying on each.

I'd guess maybe (just guessing -- one scenario) buying puts at 17-1/5 to cover himself if the stock tanks, but also buying calls at 20 to make money if it rises. So he makes money if the stock goes under 15-ish and makes money if the stock goes over 22-ish, but if it stays in the middle wouldn't make anything, would lose the cost of his options.
