I think you have to expect a reverse split. The reason I have been folowing this stock(I don't actually own any right now) Is the pattern of accumulation over the last couple of years. Every time the price would drop to .003 for a little while there would be some buying. I think the previous mgmt or someone that knows about the company has been buying back the stock for the last few years untill they accumulated a decent controling interest. That is why each time someone would run a p&d the price would go up a little higher and stay up a little longer because the float was decreasing. But now the next logical step is to do a reverse split to get to a more managable amount of shares and then they can use those shares to buy a company.
