Not to pick nits - but I think the Gov't reserves the right to regulate the militia. The original intent may have been to allow the people to be and stay proficient with their guns, something that makes an irregular militia a much more viable entity.
The Second Amendment should be reframed in modern English. Forget the militia, and "the right of the citizen to possess, carry and bequeath firearms shall not be infringed by Federal, State or local ordinance or tariff." Howzat!
