Les,

Interesting post. It proves once and for all that
Albright is a moron. Not only did she lie in the
testimony (they believed that the air war would only
last several days) but that she thinks that the
Whitehouse does not have to consult with the Cong-
ress over fighting a war. In fact, she is dead
wrong when it comes to the Constitution. Only the
Congress can declare war. Only the Congress is
allowed to appropriate funds to fight a war. The
President must go to Congress and ask for permission
to conduct a war. The only reason that Presidents
have been able to fight short wars (Panama, Grenada,
Lybia for example) is that the Commander in Chief
is allowed to make use of the military for national
security interests. Currently, the President can
only fight for 60 days before he must ask for
permission to continue. The clock is ticking...
Bubba must go before the Congress and ask for the
money and permission to continue.
