This may be what is happening. The 4 stages (cycles) of a stock is broken down into the following.
Stage 1. A basing area (where accumulation often takes place)
Stage 2. Advancing stage (where stock is distributed)
Stage 3. The topping area (sometimes with sideways movement)
Stage 3. The Declining phase (where its wise to be short)

IOM may be forming a Stage 1 (early buy area). Some investors wait when Stage 2 is clearly defined and buy on pull back. Stage 1 is riskier than Stage 2 but will yield more profit.
