Compaq to Reauthorize Internet Channel

Compaq Computer Corp. as early as this week is expected to role[sic] out new
commerical authorization requirements for online resellers, reversing the vendor's Internet
channel shutdown in February.

Compaq will unveil new terms and conditions for online resellers wishing to sell its
commerical Deskpro, Prosignia, and Proliant PCs and servers, a company
spokeswoman said. At the same time, the company plans to unveil a full program
through which online-only retailers may qualify to sell its consumer Presario products,
according to a second company spokeswoman.

Compaq, the world's largest supplier of PCs, emphasized that there will be two separate
and distinct sets of requirements for commercial and consumer authorization.

On Feb. 22, Compaq revoked online-only resellers' authorization to sell its Presario line,
as it developed new program requirements for the rapidly growing Internet channel.
Compaq also suspended commercial authorization from all but one such company,
Value America, Charlottesville, Va.

Compaq said at the time it would take as long as 90 days to develop new requirements,
though today's announcements comes a little more than two months after suspension
was enforced. Compaq officials have also said the company will impose stricter pre- and
post-sales program requirements for its commercial line.

For example, companies seeking consumer authorization will need to set up a toll-free
customer support number staffed by manufacturer-trained representatives, one online
reseller said.

The reauthorization process is seen in part as Compaq's response to the low-ball pricing
tactics of Internet retailers including Buy.com. Aliso Viejo, Calif., which Compaq believes
devalue its products, industry watchers said.

A Compaq spokeswoman said Buy.com would not be one of the Internet resellers to
receive new authorizations.

A Buy.com spokeswoman said last week Chief Executive Greg Hawkins plans to meet
with Compaq within two weeks to discuss regaining sales rights.

According to industry sources, Compaq is expected to reauthorize at least four
companies to sell its commercial PCs on a pilot basis. Those companies are believed to
include Value America, MegaDepot.com, Seattle, and HardwareStreet.com, Reno, Nev.
