Dell has avoided most of the problem by building in Xiamen
which has special authority to set its own rules in welcoming foreign
investments or companies. Dell saves taxes on imports and
has a product made in China by Chinese workers which should be appealing. IMO the new factory in Brazil could be important for the same reasons, saving the ~150% import duty on assembled computers
the time involved in customs, and to have a product made by local
workers.
