Mon ami, this relates to James Q. Wilson's thesis that to tolerate vandalism and other "quality of life" crimes is literally de- moralizing, causing people to think that the authorities don't care, and to feel that there is a breakdown of civic order. Law in part has an educational function, it demonstrates what we care about, and our willingness to do something about it...

In America you can reduce criminal behaviour by law, but only for a time. Our heritage and very system requires personal morality. To reduce criminality such that our children acquire genuine safety and freedom, we need to increase personal morality; and as they say, “you cannot legislate morality.” Personally I no longer wring my hands when young thugs kill children. If American parents will not themselves hold firmly to the fundamental morality that once roundly protected American children, then when their children die – they die.
