The House of Representatives voted yesterday to allow satellite TV providers to broadcast local stations. According to a published report:

"Even if the bill became law, the satellite companies would not have enough transmitters on their spacecraft to send local channels into many markets for several years.

And after satellite capacity increases, there will still be inadequate room to provide most of the 211 local U.S. TV markets with their own local stations, some lawmakers pointed out."

I assume this is good news for the FSS side of Loral.
