Don't the ILECs also face some throughput problems because most of their COs have copper running to them? In other words, if they do deploy any variant of DSL services(especially VDSL) to the home or small business, don't they also need to do some heavy duty upgrading on the other side of the CO?

Oh, I wouldn't want to give you the impression that the ILECs are in the clear on this issue, or that they don't face similar challenges. I'll reply later... deadlines beckon.
