I think they are going to be able to sell equity partnerships in each market. They are currently looking for partners in Chile. I think that model makes the most sense. Each network will stand on its own with local financing. No need for additional shares to be issued.

Jeff, I'm just speculating that they may have to do this and have no knowledge of timing or other aspects. I would note that analysts usually don't cover unless there is some prospect of investment banking business. Also, I don't know how a secondary would affect LWIN's status in the FCC auctions, nor for that matter how long any FCC qualification requirements must be maintained. Presumably you can somehow remain "small" and yet still manage to invest a few billion in system buildouts. Silly stuff this FCC micromanaging of the market. I think they should hold an auction where only guys named Jim Frost from my town in Florida can bid. I'm a minority of one and hardly big enough to give the FCC any problems.
