The Russians just got a downpayment on their bill and it's in the form of an IMF loan of $4.5 billion (and could well reach the mid 20's billions of course...)Hmm, wonder what happened to the previous billions? The bills keep getting paid while the bombs keep falling, civilians get killed and the Kosovars camp out in misery.
