I think you see the issue fairly clearly and I believe that there is no "right" answer. It's all in the execution.

Gary, RE: buying versus R/D. One thing to consider. The cost of developing a product in house may be cheaper than buying the technology through acquisition. However, the cost of developing several products is very high, because in the end you take a small percentage to market. So the overall cost of R/D in a company may be higher than the cost of an acquisition of "best of breed" strategy.
