Darren and Darleen,
We had some extensive conversations, months ago (sorry I can't be more specific because I can't remember when) concerning this issue. But the answer is that backup power could be available depending upon the system. There was debate by the MSO's (cable providers) as to whether or not to consider cable telephony as lifeline or as a secondary voice line. Costs were mentioned. Lots of details are back there somewhere. Batteries were the solution if lifeline was critical. Lifeline time availabilty was discussed to, etc., etc.
