Derek, the point of our institutional arrangements, in a sense, is to muddle through. They are conservative in the sense that nothing is supposed to happen easily. Thus, the two chambers of the Congress have to agree even to send legislation to the President, and then the President has to agree, or be over- ridden. Is this the recipe for Revolution? I respect Newt, but the revolutionary rhetoric was a big mistake, and set up expectations that could not be fulfilled. In any event, we could certainly stand a better grasp of civics in our public schools. I just chaperoned a high- school trip to New York, and we went to Ellis Island. This was my third time. There are interactive exhibits that allow people to take a mini- citizenship test. It is not clear from the data they gave that most Americans could get their papers if required to pass the test on the spot...
