I think we did, covertly, but we were trying to square the circle. With the Shi'ites gravitating naturally to Iran, and the Kurds ready to form the nucleus of a state drawing territory from both Turkey and Iran, and thus the prospect of a wider war either way, we were counting on that coup that never came. A weakened regime, absent its charismatic leader, and beset by insurgencies, might have been willing to have consulted with the democratic opposition, which was waiting in the wings, to find a solution to pacify the rebels. But too many things had to go "just so"...
