The casualties ( on both sides) resulting from the invasion of Okinawa were horrendous, and it was estimated that they would exceed half a million if the Home Islands were invaded. Additionally, Truman did not know if the bomb would work properly, or how easily they could replace it, so there was an incentive to make the most of what they had. Finally, when the Japanese still refused to surrender, it seemed necessary to shock them into reality. In any event, carpet bombing would not have been much better. Dresden and Tokyo had both been terribly damaged by incendiary bombs. Thus, even if there were a proto- Cold War element, it was an after thought, very likely...
