According to Forrester Research, use of the Internet for
recruitment is forecast to grow substantially between now
and the year 2001. The GVU 9th Internet User Survey,
published by the Georgia Institute of Technology, revealed
that approximately 62% and 55% of users in Europe and the
USA respectively fall within the MPT personnel job
categories while 64% and 61% in Europe and the USA
respectively have used the Internet to look for employment.

As a result of shortages of qualified MPT employees in
many industries, recruitment consultants and corporate
clients have increasingly abandoned local recruitment
campaigns in favour of national and sometimes global
campaigns to reach a wider pool of quality candidates.

In the UK, for example, the 1998 Softworld Survey on the
Human Resources and Payroll markets, conducted in
association with Personnel Today magazine, states that the
use of the Internet for recruitment advertising by employers
throughout the UK is projected to increase from 24% in 1998
to 54% in 2001. Recruitment advertising within the traditional
media is expected to fall by more than 40%. There is
evidence the same trend in recruitment advertising will take
place in other countries where large multi-national
corporations are based.

Why Use the Internet for Recruitment?

The Internet provides a highly effective medium for
recruitment advertising for a number of principal reasons.
These include:

Internet recruitment advertising is dynamic and not
constrained by either space or time, thereby allowing
customers to provide a complete company message
that can be continually updated.
Responses generated through an Internet recruitment
advertising campaign can be tracked and measured
for effectiveness and thereby demonstrate a return on
the advertising investment.
Internet recruitment advertising is significantly more
cost-effective than print media.
Corporate HR personnel and recruitment agency
customers are able to control and manage their
recruitment process.

Who is Using the Internet for Recruitment?

The market for advertising and employment listing services
on the Internet is highly fragmented. A range of
organisations have recognised the potential of the Internet as
a business medium for recruitment advertising, including
corporations, recruiting firms, public sector organisations, a
wide variety of independent Web site operators, online
service providers, print and other media organisations.

A number of these offer job listings on a bulletin board basis
or as an add-on or adjunct to their traditional print media or
recruitment consulting businesses. Top Jobs on the Net
offers a total Internet recruitment solution with clear
advantages over of each of these approaches and formats.

Promotion

Targeted promotion is key for success. A steady stream of
new job seekers must be attracted to the site because by
definition if the site is successful they will not be job seekers
for long.

To attract job seekers to Top Jobs on the Net, a fully
integrated and aggressive online and offline marketing
program effectively targeted at the MPT job seeker is
employed.

The online program consists of banners, partnerships with
leading online service providers such as AOL, and search
engine promotion and offline program uses using prime time
television, radio, national newspapers, leading publications,
and heavily branded outdoor site advertising.

It can be difficult for job seekers to identify the right position
or access sufficient information about prospective employers
by searching through print or Internet bulletin board-style
advertisements.

By contrast, Top Jobs on the Net offers the employer the
opportunity to provide extensive information not only about
the position on offer but also about the employer, as well as
offering the job seeker interface that expedites the
candidate's application and the employer's evaluation and
selection process.

The independence of Top Jobs on the Net from traditional
participants in the recruitment market allows for aggressive
promotion of its recruitment solutions and maximisation of
the quality and effectiveness of the Top Jobs on the Net site.

The principal factors distinguishing Top Jobs on the Net
within the Internet recruitment market are brand name
recognition, high levels of job seeker traffic, the ability to
establish and maintain strategic relationships, higher levels
of service, user satisfaction, performance, pricing levels, and
ease of access and use.

In sum, Top Jobs on the Net believes that employers should
be able to control and manage their recruitment process.
Top Jobs on the Net provides customers with a 100%
Internet focused recruitment solution. With no conflict of
interest, Top Jobs on the Net can subsequently promote and
provide cost-effective, high-quality Internet-based recruitment
solutions.

Invesco

"As a global investment company,
Invesco has global recruitment needs
and the Internet is a medium with a
global reach. Top Jobs on the Net's ability to target the type
of candidates we wanted to attract was a key factor in using
their services. Our Paris-based marketing support centre
had an immediate staffing need for a person to join our
marketing team. We required a native Spanish-speaker with
fluency in English to provide support to our offices in
Continental Europe as well as being a major contact for our
Latin American operations. We received numerous
responses and of the 38 applications we hired an individual
from Spain. Top Jobs on the Net provided us with a quality
service and a recruitment process that was fast,
cost-effective, and produced results."

Oliver Kopsch, Marketing Manager - Continental Europe,
Invesco
January 1999

Regus

"Between June and November 1998 we
have received over 1000 CV's via Top Jobs
on the Net. We've interviewed between 40
and 50 of these applicants and recruited ten people. The
average cost saving per recruit, in comparison with our
traditional methods of recruitment, is in the region of £1,000.
We're also very pleased with the quality of CV's we've
received, in fact, this is where the real value of Top Jobs on
the Net has been for us. We thought that the internet would
be good for centre manager positions downwards but in fact
we've had a lot of success with more senior positions,
particularly in the 30K to 80K salary bracket. For example,
we've used Top Jobs on the Net to search for an Area
Director for Europe and a Head of Internal IT".

Andrea Wyatt, Internet Marketing Manager - Regus
November 1998

Microsoft

"One of our key success factors is
passion for technology and one of
Microsoft's corporate goals is enabling a
web lifestyle. So, what a better place is there to find the next
generation of great Microsoft employees."

Mark Keane, Director of Human Resources, Microsoft
September, 1998

SONY

"Since working with Top Jobs on the Net
in 1996, I have found them to be an
excellent business partner. Although they
have grown significantly in this time, they have been able to
hang onto that elusive personal touch and maintained the
flexibility and adaptability which we at Sony appreciate. I am
particularly impressed with their drive to establish a strong
brand within their market and therefore more convinced than
ever that we are working with the best provider of web based
recruitment services for our business needs across
Europe.Top Jobs on the Net will remain our choice for
recruiting on the web."

Steven Waterhouse, HR Manager, European Support, SONY
