Here's some more leads. I went to the volpe site and got this info on Charlie:

Charles H. Finnie
Managing Director
Joined VBW in 1991; previously Vice President and Research Analyst at Alex. Brown & Sons. Before joining Alex. Brown, Mr. Finnie was a Research Analyst at Booz, Allen & Hamilton, management consultants. Mr. Finnie is a graduate of Princeton University and has a Master's degree from Columbia University. He studied in Egypt on a Fulbright grant prior to graduate school.

You can email the head of research at Volpe at the following email id:
peter.rogers@vbwco.com. I assum Peter is Charlie's boss.

For a more serious complaint, here is the URL of the SEC online complaints department. One thing that might catch Volpe's attention is to email the reply you get back from the SEC when you submit your complaint directly to Peter Rogers.

I think there is an online form you can fill out too, but not sure where it is. Anyway, I will be definately be emailing Volpe to voice my displeasure... Hope everyone does too.

Well, I emailed Volpe's research head with my complaints. Don't know if it will do any good, but at least I feel better. Hopefully he gets a ton of email from people as pissed off as I am.

It's not the money in this case. I can spare a few hundred dollars. It's the dishonesty the bugs me, if this really was a pump and dump situation. I'll post any information I get from them to the contrary, assuming I get a reply.
