It fuels them because they have seen it on every thread where they take a short position. I know, because I've seen it myself, and take it as a good sign, because it usually shows that the longs don't have any fundamental basis to stand on.

So far, the SEC has focused on fraudulent PROMOTION of small stocks, where the volume is low enough for the poster to have an impact. Given the thousands of stocks and the large multiples of chat boards associated with each one, teh SEC does not have time to police each and every one of them, and will focus on stocks that are more subject to fraudulent posts, low volume stock, not a stock with a huge volume. I have not seen a significant enforcement action against a stock "basher."
