" The Specialist (for listed stocks) and the
Market Maker (for OTC stocks) can open a security at a fair
and reasonable price. Sometimes they set the opening price
of a security differently from the previous trading day's
closing price.

The change in price may happen for several reasons. The most
common of these are:

1.News affecting the stock's value was released after the
market closed. In response to that news, the specialist
or market maker opens the price higher or lower than the
closing price.
2.The specialist or market maker reviews all outstanding buy
and sell orders for the security before the market opens.
Based on the number of outstanding orders, the specialist
or market maker may raise or lower the price at market open".
