From those actually watching the satellite, it appears that it was spinning for some time. It is a wounded bird, without a doubt. If I was a customer, I think I would feel a bit more comfortable on SatMex V. The Ku-band portion of Sol. 2 will clear out this fall/winter when Sky Mexico leaves, and the C-band portion of that sat is not busy. Plenty of room to bypass a sat that may be slowly "circling the drain."
