My first internet broker was Datek, I'm still using it mostly for stocks actively traded via ISLD. I never recognized anything like a "restriction", I always have full buying power, even if I do 30 turns a day and more turns in the same stock. Buying, selling, turning round whatever you like.

How can the "restriction" happen? The "big" online brokers must really suck. I'm riddled.

Only thing I heard was that with Suretrade you have to wait until the cash inflow from selling a stock clears to do the next purchase, which sounded very silly and a big waste of time to me.
