I am not so sure, and in any event there is an issue both of propriety and judgement in being sexually serviced by a young blabbermouth in the Oval Office, when one is vulnerable to blackmail, and in the middle of a sexual harassment lawsuit under rules of discovery that one signed into law oneself that permit intrusive questioning about one's peccadillos. But the public understanding is not the only issue, and the man did defraud the court, as Judge Wright has ruled.
