Yeltsin's position is precarious, and without substantial Russian ( and perhaps Ukranian and Belarussian) participation I believe there will be no settlement, but I think that the demand for a U.N. force is unrealistic, too. It will probably end up a joint NATO- Former Warsaw Pact affair...As I have outlined in the past, I believe in intervention, but I think that we could have done a better job long ago, that we blew it at Rambouillet, and that this is a mess. If we were going in, we should have focussed on breaking the back of the offensive against the Kosovar Albanians, not punitive raids...
