I don't know enough about the history of the Philippines to answer the part about whether it is right to ask the Philippine people to repay the money that they borrowed. I am aware that Marcos stole some of it. Did he steal all of it? Didn't any of it go to build roads, bridges, hospitals, universities? Without that money, what would the infrastructure of the Philippines be today?
