I feel the problem they have in England is that customers are charged for even local calls. I would suspect that this limits the amount of on-line time per subscriber. This would make it much harder for AOL to charge for services considering reduced length of on-line use. How would it affect AOL if they were to offer free use in England?

Nothing comes absolutely free in this world. There is no such thing as a "free ride." There will always be a cost to it, even if you are not able to discern it.
