First of all you don't set precedence in the US with Canadian law. It is stunningly different and hasn't the same 1st Amendment protections.

That being said if it happened in the state the matter is not analogous. They were alarming people and requiring them to do something. That is much different than people applying their free will and flocking to a site for Government Cheese.

In the early Fifties i lived in a place that had only one road out, with a narrow one-lane passage at one point around a rock bluff that went up straight-sided for a hundred metres or more. About the time of the big fins on Caddies, just before Elvis got drafted, somebody climbed way up the rock bluff and spray-painted in huge red letters -
