>>Terrorism, in other words.<< Yes, but not in the traditional sense. Serbian civilians know that they are not being deliberately targeted. It's being directed at their economy. But if a people as a whole can be held up to blame, then I think it should be recognized that the Serbian people bear a measure of guilt themselves. They've installed a govt which has directed the military and police forces of the State directly against a large segment of the civilian populace. Far worse than what NATO is doing, and it went way beyond what was necessary for their own security.
