Frank i had three people here the other night trying to discuss digital phone which is UMG here. During the earthquake here in LA i was minus electricity for over three days. My phone however was operable.
Last time we experienced a power outage my son (i have motor home gmc old but lovely lines) hooked me into the generator and kept light via cord for me. The phone worked i was able to dial out and receive calls in it had no power source.

Batteries are a huge problem here as i keep forgetting to replace flashlights batteries and maintain an alternate form of light in case of an earthquake.

No one here quite new the answer to operable telephone. General consensus was analog would work digital would not, yet my phone is digital so i tend to think that the source in this case GTE for phone AT for net, determines the ability or to receive or not. This makes me tend to believe T's decision rested on VoIP cannot receive in an local outage regardless of where transmission is coming from.

Earth Quake country perspective.

"This reneging on T's part should knock some of the wind out of the sails behind VoIP, wouldn't you say?"

Frank,
The furor behind VoIP is just the hype before facts. As you probably know this is what happened about five or six years ago with xDSL technologies. Don't get me wrong, I think VoIP has a very strong future, but it's probably at least five years away. I still think CSCO will be a leader in VoIP when it does finally arrive. I find it a little uncomfortable at times, when Chambers currently puts so much empahsis on it.

Following is some more news that should help the circuit-switched voice over cable players.
