Are you implying that when Morgan Stanley Dean Witter issues a "buy"
recommendation, that they are not doing so for the public interest, even though their
recommendations are directed squarely at the public.

Morgan Stanley only has a fudiciary duty to their clients. This means they can put out a strong buy recommendation but have an internal memo to their brokers to tell their clients to sell.
