I think the post office cannot distinguish ebay from other packages. What probably occurred is that post office employees noticed some increase in package volume and someone is guessing it is because of eBay.

Most package mailings are between businesses to, business to individual or individual to business.

Right and the fact that (until recently) the USPS didn't offer tracking made it impossible for most businesses to use them. Not because business absolutely needs package tracking as much as the revenue recognition issues at qtr end (no way to absolutely prove it arrived at the consumer)
