Serbia and Kosovo are in NATO's back yard and sphere of influence. In fact it is remarkable that all 14 NATO countries are in agreement over the attack on Serbia.
As regards Rwanda and massacres by the Hutus, that was your typical United Nations debacle. The UN force Commander in Rwanda was a Canadian, General D'Allaire I believe. He sent many urgent messages to UN headquarters saying that terrible things were going to occur, and that more forces were needed or else a bloodbath would occur. Well he was right, but his UN terms of reference did not allow him to do anything. This was similar to Srebenica when a whole company of Dutch soldiers were not allowed under the UN mandate to interfere and stop the slaughter of Muslims by Serbs. Thank goodness that NATO came to support the Kosovars and not the UN.
