Thanks for the links , Michael. I don't think "World Public Opinion" is relevant to Milosovic...that leaves only one way to alter his behavior...Force. I personally have a problem with systematic rape...even though I'm sure the reason we're involved in this region has to do with GB's monetary future...and all who will be sharing the currency.
