U.S. diplomacy at its worst.

From the Stratfor News

1956 GMT, 990502 – U.S. State Department spokesman James Rubin insisted today that NATO forces must be at the core of any peacekeeping force in Kosovo. Rubin said that with three million Albanians displaced, "They're not going to go back to their homes after suffering these atrocities if a bunch of Ukrainians are running around with guns." There has been no response reported from the Ukrainian government.

Clinton is going to continue the bombing until every man, woman, child, dog and cat in Serbia is dead. What a guy. Didn't he just tell a bunch of kids that violence never solves anything?
