You have to consider who they were bidding against.....

I heard way back it was 3M. A contract this big is of interest to 3M but they also consider the risks of getting paid. They can walk away...a small company like HDI will risk it because the upside is
off scale. I would imgaine the overhead for 3M is much higher, so I can believe and even expect that the margin would be 30% or more.
