I didn't say that the Kosovars, sufficiently armed, could not have forced the Serbs to a stalemate, and eventually forced them out of the country. I did say that their being armed would probably not have deterred the invasion, and that the refugee situation would still have developed. The conventional approach for armies entrenched in towns fighting guerillas in the hills is to use the most extreme possible methods of repression against the civilian population, and I suspect that in this regard the Serbs would outdo the Russians by a considerable margin.

The point I took issue with was the notion that if the Kosovars were armed the refugees would be sitting happily at home. I just don't think that's true. I have also witnesses my share of guerrilla war, and I know how effective it can be. I also know how thoroughly a civilian population can be caught in between.
