It is a very sophisticated propaganda war being waged here. No it isn't, it is a very clumsy war all the way around, including in its propaganda dimension. Propaganda is legitimate, for it is just advocating one's point of view. It becomes illegitimate when it violates certain ethical standards, like fabricating incidents. In any event, the Administration has done a poor job building its case for this action, and especially for preparing the way for the likely settlement and what it will entail. Thus, it is not a very sophisticated propaganda war...
