RESTON, Va., May 3 /PRNewswire/ -- TV onthe WEB, Inc., a strategic partner of Ampex Corporation, (Amex: AXC), in cooperation with Melita Cable TV PLC, Malta's national cable company, detailed plans this past week for the TV onthe WEB-Europe facility announced April 19 at the National Association of Broadcasters Convention. The details for the joint venture were outlined during an April 27 press conference presentation in St. Juliens, Malta by Mr. Frank Leiter, CEO of Melita Cable and Mr. Dave Gardy, Chairman of TV onthe WEB. The event also featured addresses from Malta's U.S. Ambassador, Kathryn Proffitt, and Malta Development Corporation Chairman, Francis Vasallo.

"This state-of-the-art TV onthe WEB-Europe facility will specialize in television production, web design, encoding and hosting functions to support TV onthe WEB European-based, narrowcast Internet TV channels and produce European content for our TV onthe WEB-based U.S. channels, " stated Dave Gardy, Chairman and Co-CEO of TV onthe WEB. "I am also pleased to announce we will be adding a new channel to TV onthe WEB, The Malta Channel ... It will be dedicated to providing the million or so expatriate Maltese with their own Internet TV channel." Gardy also announced that the facility would be used to support a new era of live entertainment events on Malta and that since the NAB announcement, TV onthe WEB has been approached by several European media interests about use of the facility. Gardy indicated that the TV onthe WEB Europe facility will begin initial operations within four months.

"I'm particularly proud, because I think this showcases what the United States is really famous for ... being on the cutting edge ... TV onthe WEB is recognized as a leader in this field of specialized television production," remarked U.S. Ambassador Proffitt. "Let me extend special congratulations to Frank Leiter and to David Gardy for the vision they had in putting this together."

"Having a strategic alliance between a U.S. company and a Malta company is a very important formula for the future in attracting foreign direct investment," stated Francis Vasallo, during his address. The endeavor received the backing of the Maltese government through the country's Malta Development Corporation, which is offering an aggressive incentive package to facilitate the deal that includes low-interest financing, tax holiday, tariff waivers along with extensive training and infrastructure subsidies.

"When fully implemented, Malta will be the first totally interactive digital country in Europe and perhaps the world," commented Frank Leiter, CEO of Melita Cable. Melita Cable is 50% owned by United Pan-European Communications, UPC, (Nasdaq: UPCOY), the largest non-government owned cable operator in Europe.

If you follow (or have followed) AXC long enough, you will have
noticed that it ALWAYS does this slow slide down after a run-up.
Hey, I like it because it gives me a new buying opportunity.
How can you make money on a stock whose price doesn't change?
Well, I suppose that the price could just keep going up forever,
but that would be too much to hope for. It's like a roller
coaster with the velocity behavior reversed. The steep climb
where the roller-coaster ratchets up slowly is the quick run-up
for the stock price, whereas the long downhill track where the
roller-coaster blasts along is the slow downhill slide for AXC.
Stay on board for the next circuit. This is kind of like
day-trading on another planet where a day (one rotation) last
